Blanch Correctional

Blanch Correctional was a private penitentiary owned and operated by Blanch Industries, a multinational conglomerate. Blanch Correctional was built in response to the prison overpopulation issue plaguing the State of California, particularly pertaining to superhuman inmates. The prison was built before negotiations with San Diego County were officially concluded, forcing Mayor Mayweather’s hand in response to public demand for more inmate capacity.

Blanch Correctional is the only prison in San Diego County exclusively dedicated to handling superhuman and other ‘special case’ inmates. When it opened, Blanch Correctional took in overflow prisoners both from the superhuman wings of existing San Diego prisons, and from the overcrowded superhuman prisons in Los Angeles County.

Following the White Incident and the seizure of Blanch Industries assets by the US Government, Blanch Correctional became a government-run prison under the oversight of The Federal Bureau Of Prisons. As a part of the reconstruction of the prison following the White Incident, it was expanded, and had an additional annex built that serves as the ‘headquarters’ for The B-Team.

Blanch Correctional has the capacity to hold 100 inmates. The following superhuman criminal offenders are currently incarcerated in Blanch Correctional (with charges, special needs, and behavior reports included):

  1. Damien Jefferies AKA Bladewing (Multiple Homicide, Black Magic Ban Violation) [Inmate Jefferies’ Metahuman powers do not respond to genetic suppression; he is not allowed any sharp objects or any objects that could become sharpened and is not eligible for any hours outside his cell] {Jefferies is a problem inmate with repeated behavior issues}
  2. James Benton AKA Perry Planet (Theft, Aggravated Mayhem) [Inmate Benton retains some of his Metahuman abilities while under genetic suppression; he is to be in full restraints at all times when outside his cell] {Benton has proven to be a compliant inmate; he has been given better food, a televiion, and a cable package in exchange for his compliance with authorities}
  3. Steven Niles AKA Scareodile (Theft, Aggravated Mayhem, Destruction Of Property, Attempted Murder) [Inmate Niles retains most of his Metahuman abilities while under genetic suppression; he is to be kept in one of the Strength-Rated cells, and is to be held in Strength-Rated full restraints at all times when outside his cell] {Niles has shown mild noncompliance in regard to posturing and ‘power plays’}
  4. Charlie Hudson (Theft) [Inmate Hudson retains some of his Metahuman abilities while under genetic suppression; he is to be in full restraints at all times when outside his cell] {Hudson is generally compliant, however his mental issues sometimes prevent proper communication or comprehension; as a part of therapy, he has been granted additional yard privileges}
  5. Xiang Shui AKA Primal Man Of Fire (Black Magic Ban Violation, Aiding & Abetting) [Inmate Shui wears cold iron bindings instead of a genetic suppression collar] {Shui has not shown any behavioral issues}
  6. Don Darko (No formal charges; no legal identity) [Inmate Darko wears both a genetic suppression collar and cold iron bindings, as his power origin and status is unknown] {"Darko" has refused to give any information about himself, but is otherwise a model prisoner with no behavioral issues}
  7. John Czernik AKA Red Jack (No formal charges; public safety/mental instability) [Inmate Czenik loses his mimicked powers when under genetic suppression, but not his innate powers; do not let him get access to superhuman blood under any circumstances] {Czenik’s strong compulsions keep him in a perpetual state of aggression and noncompliance}

Jimenez’ lycanthropic transformations can’t be suppressed by suppression collar, and as such he can only be transported outside of his cell when under the effects of tranquilizers] {Jimenez presents no behavioral issues when in human form, but his involuntary transformations make him ineligible for additional perks, better housing, additional items in his cell, or additional time outside his cell}
  11. Jason Cragg (Conspiracy To Commit Treason) [Inmate Cragg possesses no superhuman abilities or skills, and requires no power dampeners or special constraints] {Cragg is a nonviolent inmate who is to be segregated from superhuman prisoners at all times for his own safety; he presents no behavioral concerns, and is an extremely cooperative inmate}
  12. Marcus Solokov (Microversal Split 4) AKA The Armored Assassin (Trespassing, Theft, Multiple Homicide) [Inmate Solokov-4 effectively possesses unsuppressable Metahuman intellect and technical skills; combined with his Urban Commando training, he is not to ever be given any tools of any kind, or to be allowed out of solitary outside of complete sedation] {Solokov-4 is not eligible for any psychiatric time, and does not have a proper psych profile; cell observation indicates extreme obsessiveness (increasing intellect), single-mindedness, and other problem behavior}
  13. Marcus Solokov (Microversal Split 8) AKA The Bullet Seeder (Trespassing, Aggravated Mayhem, Conspiracy To Commit Xenocontamination) [Inmate Solokov-8’s xenobiological implants don’t respond to genetic suppression; in lieu of a suppression collar, he is on an aggressive regimen of chemical neutering that prevent him from controlling his floral matter; with his remaining powers and Urban Commando training, he is not to ever be given any tools of any kind, or to be allowed out of solitary outside of complete sedation] {Solokov-8 is not eligible for any psychiatric time, and does not have a proper psych profile; cell observation indicates extreme obsessiveness (spreading ‘seedlings’), single-mindedness, and other problem behavior; possible nonhuman psychology at work}

Marcus Solokov (Microversal Split 9) AKA The Storm Of Teeth (Trespassing, Aggravated Mayhem, Conspiracy To Commit Xenocontamination) Inmate Solokov-9’s xenobiological implants don’t respond to genetic suppression; in lieu of a suppression collar, he is on an aggressive regimen of chemical neutering that prevent him from controlling his morphic matter; with his remaining powers and Urban Commando training, he is not to ever be given any tools of any kind, or to be allowed out of solitary outside of complete sedation] {Solokov-9 is not eligible for any psychiatric time, and does not have a proper psych profile; cell observation indicates extreme obsessiveness (Squall hunting), single-mindedness, and other problem behavior}

  17. Clayton Grissett (Multiple Homicide, Desecration Of A Corpse) [Inmate Grissett’s powers do not respond at all to suppression, he is to be kept in a Strength-rated cell, and is not to be let out of his cell at all unless in full Strength-rated body restraint gear] {Grissett exhibits strong narcissistic, sociopathic, and sadistic tendencies}
  18. Roh’Kar (Illegal Transport Of Exotic Goods Or Wildlife, Illegal Entry Into The United States) [Inmate Roh’Kar’s alien physiology does not respond to genetic suppression, and is instead given an intense drug regimen to suppress his shapeshifting abilities] {Roh’Kar presents no outward behavioral problems, but is very blatantly manipulative of the legal system where possible, memorizing every relevant prisoner right and by-law pertaining ti his imprisonment; he has made numerous requests to be transferred to a facility where he would not be forced to take suppressive drugs}
